Hamilton County Commissioner's Court approves consent agenda, accepts clean audit and hires financial director

County Judge James Yates called the meeting to order and, after handling the invocation and pledges, the Court considered a consent agenda that included approval of the March 10 minutes, departmental reports, payroll in the amount of $77,901.47, expenses of $777,531.02 and in-between bills of $3,572.59. The consent agenda also listed building- and use-request approvals (including Hamilton County Child Protective Services placing flags for Child Abuse Awareness Month and a one-hour Democratic Party parking-lot use request) and bonds for three employees. Commissioner Dicky Clary moved to approve the consent agenda; Commissioner David Ogle seconded. The Court approved the consent agenda by a 4-0 vote with Judge Yates abstaining.
Treasurer Tonya Cox asked the Court for permission to apply for a Tractor Supply credit card because Tractor Supply does not offer charge accounts; the Court asked staff to collect more information from Tractor Supply before making a final decision. Personnel updates presented to the Court included several new hires (Haylee Guerra for the sheriff's department; Alvis Thomason and Robert Nunley in Precinct Three), one resignation (Jimmy Powers, Precinct Three) and a promotion for Kenneth Pollard to sergeant; the transcript did not specify the department for that promotion.
Auditor Phil Vaughn of Armstrong, Vaughn & Associates, P.C., presented Hamilton County's 2025 audit and told the Court there were "no major issues" and that the auditors were "overall pleased with the clean results." He recommended administrative improvements including clearing account reconciliations, monitoring custodial bank balances and discussing the TCDRS contribution rate. The Court did not record any formal disagreement with the audit's findings.
On technical and interagency matters, the Court approved an acceptance certificate for FNE cold-start Motorola tower equipment; authorized use of county workforce and equipment to dig holes for Hamilton ISD and Hico ISD for a land-judging contest; and accepted a memorandum of understanding with the Department of Public Safety so a Hamilton County deputy can remain certified to weigh commercial vehicles when needed. The Court also reviewed a Civic Plus website quote: $9,724 for the first year and $8,632 annually thereafter; funding for that contract will be handled in the next budget cycle.
County officials provided a Phase II communications-tower schedule: microwave equipment delivery/installation was expected in late April or early May, antenna installation in mid-May and a projected "go-live" date in mid to late June. The Court recessed for an executive session on personnel and reconvened; after the session the Court voted 5-0 to hire Adrian Jones as Hamilton County's financial director. Judge James Yates and the full Court congratulated Jones. The meeting adjourned at 10:44 a.m.
The Court recorded no open public comments at the meeting. Additional items referenced but not yet resolved included pending grant information for outdoor warning sirens and ambulance funding, and the Tractor Supply credit-card inquiry.
