Planning commission recommends closure of two alley segments near 1300 Block E Warner Avenue

The Guthrie Planning Commission recommended approval of a request to close two alley right-of-way segments adjacent to Lots 10–16 and Lots 1–3/6–18 in Block 27 of the Capitol Hill Subdivision, saying the closures would allow the property owner to combine separate parcels and develop a residence.
Staff presented the request and told commissioners the alleys are unimproved and not used, and the city does not have water or sewer infrastructure in those right-of-way segments. "There was no objection from any of the utilities at this point," the staff member (S2) said. The staff presentation noted one alley runs east–west and the other north–south and that vacating them would allow the owner to consolidate parcels and build.
No members of the public spoke against the closures during the hearing. After brief discussion, a commissioner moved to approve and another seconded; the commission recorded a 4–0 recommendation in favor of closure. The planning commission’s recommendation will be forwarded to the City Council for final action at its next meeting.
The commission’s approval does not itself vacate the public right-of-way; per staff it clears the way for the council to consider formal vacation and any required legal steps or easements before parcels are merged or building permits issued.
