Gregg County commissioners approve routine payroll, budget transfers, vendor contracts and acknowledge racial-profiling reports

LONG BEACH, Texas — Gregg County commissioners on Tuesday approved routine payroll and budget actions, awarded vendor contracts, and acknowledged 2025 racial-profiling reports from county law-enforcement offices.
At the commissioners court meeting in the county courthouse at 101 East Smith Street, the court approved the payroll and fund transfers and a slate of bills and budget amendments. The court also approved health-plan claims and other employee benefit payments.
The court voted to accept about 1,300 cubic yards of recycled asphalt pavement from the Texas Department of Transportation’s Local Government Assistance Program for Precinct 1 and approved a $78,083 budget transfer to buy a tractor and a zero-turn mower for county equipment needs.
Purchasing staff recommended awarding a primary plumbing-services contract to Lisonbee Plumbing Services and a secondary contract to Pyther Plumbing after receiving two bids; commissioners approved the recommendation. The court also authorized advertising a request for qualifications for professional design services for the county agricultural extension office.
Human-resources staff presented a change to the county’s floating-holiday policy that would make floating holidays renew on a calendar date rather than on an employee’s anniversary date and would be retroactive to Jan. 1, 2026. A department representative said the change was intended to simplify administration and would not cause any employee to lose a floating holiday; commissioners approved the change.
The sheriff’s office presented its 2025 racial-profiling report and asked that the court acknowledge the filing. The sheriff’s representative called attention to a cover letter from Dr. Alex Del Carmen and said the materials "demonstrate full compliance with the law," noting the report showed no complaints and listed 10,400 traffic stops for the year. The court acknowledged the report.
The court also acknowledged racial-profiling reports submitted by constables for precincts 1–4 for the 2025 reporting period, as referenced in the meeting record.
The sheriff requested and the court approved the use of inmate labor to assist the Zonta Club of Longview for its annual antique show on March 4 and March 8, noting the request is an annual event and relies on the county’s cited authority in the Texas Code of Criminal Procedures. A county representative said staff would provide printed and electronic copies of the report to commissioners upon request.
There were no members of the public who spoke during the public-comment period. The meeting ended with a motion to adjourn that passed by voice vote.
