The Appomattox County Board of Supervisors completed several fiscal actions on May 11, adopting the FY2027 consolidated county, school and social services budget and approving related tax measures.
Budget: After a duly advertised public hearing, the board adopted the FY2027 consolidated budget in the amount of $60,567,184. The motion to adopt was moved and seconded and passed by recorded voice vote.
Tax due date: Treasurer Vicki Phelps reported tax tickets were delayed at the printer due to a software/printing issue that has been resolved; she asked the board to move the real-estate tax due date from June 5 to June 22 to give constituents more time while keeping revenues in the same fiscal year. Supervisor Willskill moved to change the due date; Reverend Jones seconded and the board approved the change by voice vote. The county set June 22 as the tax due date.
Elderly and disabled exemption: The board held a public hearing on proposed amendments to county code chapter 3 (administration), article 7 (taxation and fees), division 5 (exemption for elderly and disabled persons). The amendment raises the combined maximum income threshold from $35,000 to $45,000 and adjusts relief tiers and maximum caps ($600, $450 and $300 in the new brackets). No one spoke; the board adopted the ordinance as prepared.
Tax levy and PPTRA: Staff recommended and the board adopted the tax levy resolution for the 2026 calendar tax year; the recorded vote included two no votes (Mister Hipps and Mister Wolfskill). The board also adopted the 2026 personal property tax relief (PPTRA) program resolution, setting PPTRA relief at 23.9% for qualifying personal vehicles (value $1,001'20,000).
Outcomes: The budget and associated tax and relief measures were approved during the meeting. The board also noted that final figures affecting prioritizations will continue to be updated as state allocations are finalized.
