Appomattox approves VDOT's secondary six-year plan and construction budget

The Appomattox County Board of Supervisors voted May 11 to adopt the Virginia Department of Transportation's secondary six-year plan for fiscal years 2027'2032 and the accompanying FY2027 secondary system construction budget.
Robert Brown, VDOT resident administrator, told the board the plan matched what was presented at the county work session and that no changes had been made since. He described how the plan differs from the rural rustic priority holding list (roads added to the rural rustic list are not automatically in the six-year plan) and explained VDOT's funding streams, including state-force construction and designated grant programs.
Board members asked about moving Watts Mill Road and other unpaved segments up the priority list; Brown said the county controls its prioritization and VDOT will program projects according to the board's ranking. He confirmed that many remaining unpaved roads sit on a holding list and offered to provide a complete list of unpaved routes to county staff on request.
Supervisor Hipps moved to adopt the six-year plan and the FY2027 secondary system construction budget; the motion was seconded and approved by voice vote. Adoption gives VDOT and the county an approved program for state-funded secondary-road projects and clarifies which projects are eligible for the Statewide Transportation Improvement Plan and federal funding obligations.
