For three recent projects combined, staff said the district faces an approximate $21,000 budget shortfall unless offsets are identified.
Staff described a revised procurement approach for the lower field turf replacement (fiscal 2027): rather than a single RFP, the district will invite consortium members to a single site walkthrough and Q&A day, then accept written pricing by a due date. Staff said the timeline aims to award contracts by July and schedule installation for late November.
On bid results, staff said turnout at walk-throughs was reasonable but that actual bid submissions were low (commonly two bids per project). The staff member explained the district requires bid and performance bonds and suggested that bonding requirements and market conditions may limit the pool of responsive firms. Committee members asked whether staff had engaged a preferred vendor (McKinney) to seek deeper discounts; staff said pricing and reference checks had been shared with all respondents and vendors did not offer additional discounts when contacted.
Staff recommended awarding the locker-room project to Save More and both the core and East House boiler projects to Southport; references for the recommended vendors were reported as favorable. Committee members asked staff to continue diligence on pricing and bid completeness before final contract execution.
