Milford — The Milford City Planning and Zoning Commission on May 13 reviewed a draft annexation policy and set a public-comment period that runs through May 23, ahead of a required public hearing in June.
Staff presented the draft as a new, standalone annexation policy aligned with the city's general plan and said notices were mailed April 28 to affected entities including the local school district, fire district and solid waste district. "It's a whole new policy," the staff member said as commissioners considered whether the document replaces prior guidance.
Commissioners and members of the public pressed for clearer information on the city's current utility capacity, saying the commission needs figures on available water and sewer before the city begins adding territory. One participant objected to the idea of involuntary annexation: "I don't want to be part of Milford unless they ask if we can be a part of Milford," the participant said, arguing that the policy should not create a mechanism to impose annexation on county residents.
Staff responded that the draft establishes a petition process and does not automatically annex county land; formal annexation requires specific petitions and supporting studies. Commissioners requested that staff compile recent water-use and sewer-capacity data and clarify how capacity assessments would be integrated into annexation decisions.
The commission will hold a public hearing on the annexation policy and general plan during its June meeting; staff will mail a 14-day notice before the hearing. The commission indicated the plans can be recommended to the city council after the June meeting and that the council will hold an additional public hearing in July.
Next steps: staff will publish the draft for public comment through May 23, collect any written comments sent to the city office or emailed to staff, and provide the requested utility-capacity information to commissioners before the June hearing.
