The Tippecanoe County Board of Commissioners on May 18 adopted resolution 2026-15-CM awarding a build-operate-transfer (BOT) road transaction to Avenue Roads Inc., after a public hearing and a voice vote.
Doug (speaker 4), who summarized the procurement process during the hearing, said a review committee solicited qualifications and proposals, scored them using a road-focused evaluation model and recommended Avenue Roads Inc. He told commissioners that the proposal for Phase 1 includes a guaranteed maximum price of $25,692,000 and that the final budget will be fixed through the BOT agreement refinement process. “Phase 2 is still a work in progress,” Doug said, and will require another hearing when details are finalized.
Chair (speaker 2) opened the public hearing and solicited comment; no public speakers objected during the hearing segment. After the staff summary, a commissioner (speaker 1) moved to adopt the resolution and the motion was seconded; the board approved the award by voice vote and the resolution was adopted.
The board did not adopt Phase 2 terms at this meeting; commissioners and staff said they expect additional hearings and refinement before any Phase 2 approval.
