Capital Improvement Board approves four funding allocations for downtown signage, City Hall schematic design, pavement study and Sportsplex signal upgrades

The Hammond City Capital Improvement Board approved four funding allocations during its meeting, moving the projects forward with unanimous votes.
The board approved a $4,250 site-plan contract with American Structurepoint to support a new downtown electronic message board on the southwest corner of Hohman Avenue and Sibley Street. The Capital Improvement Board chair said, “Hammond received ready funds, to pay for a new electronic message board in downtown Hammond,” and the motion carried 4 in favor, no dissent.
The board also authorized $79,780 to American Structurepoint for schematic design work on City Hall. The chair described the work as phase two of a re‑stacking and interior redesign effort to evaluate space uses, conference and storage needs and to develop schematic plans that will later lead to construction documents.
For pavement management, the board approved a $57,800 contract with First Group Engineering for the 2026 PASER LiDAR study, a biannual pavement condition survey used for asset inventory and to support grant eligibility. “This year, we’re adding the, the all of the alleyways as well,” the chair said, noting the additional alleyway data increased the scope and cost by roughly $20,000 compared with the prior study. The chair added the PASER data is used for an annual report to the Indiana Local Technical Assistance Program, a requirement for some state funding programs.
Finally, the board approved Change Order No. 2 with Milestone Contractors for $14,175.96 to add detectable warning surfaces and adjust curb ramps at the Sportsplex traffic signal after a state inspection. The chair explained the additional work was required to meet ADA and site configuration standards and said the changes were not included in the original design.
All four motions were moved and seconded and carried with the chair announcing votes of 4 in favor and no dissent. The board heard no public comments during the meeting. The chair announced the next regular Capital Improvement Board meeting is scheduled for June 1 and said an additional item is being considered for that agenda. The meeting was then adjourned.
