Officials outline timelines for SR21 widening and Effingham Parkway phases

Springfield, May 20, 2025 — Officials reviewed a slate of state and county road projects and assigned follow‑up tasks after the Effingham County area transportation committee received a Georgia Department of Transportation (GDOT) update and staff summaries.
Katie Proctor of the Georgia Department of Transportation reviewed preconstruction and active projects, including a bridge replacement at SR119/Old River Road (Ogeechee River) with a scheduled July let date, a planned roundabout at SR17 at Marlow Road/Sandhill with a Preliminary Field Plan Review expected in October, and a bridge replacement on I‑95 at the Savannah River with a July letting. Proctor also listed a PFPR by year‑end for a roundabout at SR26/US80 at CR311/Sandhill.
County Manager Tim Callanan told the committee that Effingham Parkway is 83 percent complete and said his understanding was that the project now has phased completion targets: Phase 1 (Gateway Parkway to 30) in April 2026 and Phase 2 (Gateway Parkway to Blue Jay) in July 2026. Committee members asked Proctor to verify the phased completion dates and to provide a timeframe for right‑of‑way (ROW) acquisitions for the SR21 widening work.
Staff described project details across several corridors: full reconstruction and paving of Low Ground Road between McCall and Midland with 11‑ft lanes and paved shoulders; multi‑phase improvements on Blue Jay Road including resurfacing to Hwy 21 and widened segments with roundabouts; Goshen Road widening to three lanes with drainage upgrades (ROW acquisition in progress); and Old Augusta Road work planned in two phases, the first of which (SR21 to Logistics Parkway) is slated for bid in January 2027. A corridor study for SR80 and Old River Road focused on four‑laning to SR280 was also reported.
On funding and maintenance, staff said District 3 resurfacing was awarded to Reeves and District 3–5 work to McLendon with fall completion targeted for some contracts; they noted chip seal work is limited to warm weather windows. The committee discussed whether the SR21 widening and the SR30/Hodgeville roundabout should be included in the Transportation Improvement Program (TIP).
Members flagged public engagement steps: several suggested holding town halls on Goshen Road and SR21 once designs are complete and coordinating dates with municipalities; staff were also urged to communicate which projects were completed with TSPLOST funds.
Action items recorded at the meeting direct Katie Proctor to (1) provide a timeframe for ROW acquisitions related to the SR21 widening and (2) verify the Effingham Parkway phased completion dates; Wykoda Wang and Proctor were asked to follow up after the meeting. No votes were taken on project funding or TIP inclusion at this session.
