At its May 7 meeting the Anderson County budget committee approved grouped transfers and routine agenda items and heard several departmental budget presentations to be followed at a workshop.
By voice vote the committee approved grouped contract/agenda items, transfers not needing full commission approval (items 1–19a), school appropriations and transfers (20–26), and multiple department requests (items 27–43). Staff reported cash and fund balances (general fund unassigned about $11.3 million; total fund balance about $14.4 million; cash about $20.0 million) and summarized ARPA project status (five projects remain active and roughly $250,000 in interest was discussed in connection with a health department renovation).
Veteran Services Director (Director Nation) requested pay increases for his position and for an assistant, saying the office has served over 1,371 veterans this fiscal year and conducts outreach and welfare checks; commissioners agreed to discuss the request at the workshop. Seth Whitehouse, county extension director, presented a personnel and salary request tied to University of Tennessee contractual pay scales and asked for a modest budget increase to implement pay step increases and a 6% across‑the‑board raise for extension agents; the committee deferred action to the workshop. Mayor Frank presented a request to convert a part‑time senior center data position to full time and to increase supplies to provide made‑from‑scratch meals twice weekly; commissioners asked about benefits and permitting, and will review specifics at the workshop. Property Assessor Johnny Ali requested two staff hires and a vehicle and said the office is roughly a year out from indexing work; commissioners encouraged him to bring specifics to the workshop.
The committee also approved a $500 grant application for Norris Community Library and approved a capital surplus sale (portable basketball court) for Clinton High School; staff noted the court was purchased in Sept. 2025 and the starting bid was $30,000.
Next steps: staff will circulate budgets and supporting material ahead of scheduled budget hearings and a workshop next week.
