The Denton Public Utilities Board approved the award of the North Marsh (Baker) off‑site sanitary sewer construction contract to Black Rock Construction, with a base contract of roughly $2,500,000 and a not‑to‑exceed amount including 5% contingency of $2,719,616.55.
Sheldon Gill of Capital Projects described the project as delivering a little over 9,000 linear feet of sanitary sewer (18–21‑inch pipes) with associated manholes, encasements and erosion controls to serve a planned development north of U.S. 380. The city’s development agreement with RM Square Denton LLC and Baker guided easement acquisition and design; the city solicited bids and reported three lowest bids with Black Rock as the apparent low bidder.
Board members asked about the spread between lowest and other bidders and whether Black Rock had prior work with the city. Gill said staff verified quantities and line items, checked references (including City of Frisco), and found the bid consistent with the project master plan. The recommended contract includes a 5% contingency ($129,505.55) and a construction schedule intended to start after council action and issue of notice to proceed.
The motion to award the contract was made and the board carried it unanimously in the meeting transcript. The city will present the contract to council for final authorization and issue a notice to proceed when appropriate.
