The Village of Cross Plains approved a draft emergency medical services (EMS) agreement May 11, with conditions recommended by village legal counsel.
Village staff proposed the motion to accept the draft agreement provided three conditions: Exhibit A must be attached to the final document; a sentence in the first paragraph ("and shall be deemed effective when signed by all parties") should be removed to avoid conflict with a later clause that sets the initial term commencement date; and the signature page should be updated to reflect village clerk/treasurer rather than administrator. Trustees moved and seconded that conditional approval.
During discussion, trustees asked about a population formula used in the agreement’s cost‑sharing. Staff explained the method: use the 2020 census population and household average as a base, then annually add population equivalent derived from building permits (permits × average persons per household) to reflect growth between censuses. The village will reset the baseline after the 2030 census.
The motion to approve the draft EMS agreement with the three conditions passed by voice vote.
