- Stockbridge Street loading-zone (item 4): Approved by voice vote to provide temporary loading zones for businesses and access for the Community Music School during construction related to the McCaffrey project; temporary parking arrangements (Park Street during construction, garage post-construction) were described by DPW.
- Springfield City Library donations (items 5–6): Accepted by voice vote (two small gifts totaling $75.80).
- FY25 police prior-year bills (item 7): Council approved payment of three prior-year invoices from the police department with current-year funds after presentation by Cathy Bono.
- FY25 free cash to snow-and-ice (item 8): Approved — $1.8 million transfer to cover prior-season costs (separate article covers this item in detail).
- Permanent utility easements for school HVAC (items 9–10): Approved. Easements will allow Eversource to install transformers and conductors to support planned air-conditioning projects at Alfred Glickman Elementary (120 Asheville Ave.) and Frank Friedman Elementary (90 Cherokee Drive).
- Amendment to order of taking (item 11): Approved. A 600-square-foot temporary construction easement for property at 390 Sumner Avenue was updated to reflect a change in ownership so reimbursement checks can be paid to the current owner.
- Discontinuance of Cloverdale Street (item 14): Approved; related debate and an allegation about eviction were discussed in-depth (see separate article).
Several items were passed by voice vote to accelerate routine approvals; roll-call votes were used for larger financial or land-use matters. The council also referred a nonbinding resolution on in-person attendance to committee (see separate article).
