Martin County CRA approves tentative budget; staff updates on New Monrovia Park, Golden Gate open house and other projects

The Martin County CRA Board on May 18 voted to accept a tentative FY26 operating budget and heard a second-quarter capital projects update covering Port Salerno, Golden Gate, Hope Sound, Jensen Beach and other CRA areas.
Shelby Della Pietra, the CRA budget and CIP coordinator, told the board the tentative budget reflects a 3.2% net increase driven by contractual obligations totaling about $24,134 against a prior adopted baseline of roughly $800,224. Shelby said staff expect no change in full-time equivalents (six FTEs) and that increases are mainly from retirement and fringe cost pressures tied to the Florida Retirement System and locally negotiated contracts.
On capital projects, Joy Puerta, program manager for Port Salerno and Golden Gate, reviewed neighborhood activity: Golden Gate septic-to-sewer tie-ins, an El Camino landscape-vision plan with an open house set for May 27 at Cassidy Center in Lamar Howard Park, and a multimodal corridor previously sent to the Board of County Commissioners for permission to apply. Joy reported New Monrovia Park was awarded to Formax Construction, staff contracted Stantec for construction engineering inspection, and a notice to proceed was issued on May 18; the construction contract is $588,000 with a 90-calendar-day timeline.
Susan Korres, office of community development, summarized other CRA efforts including the CRA lot match program (to link lots with developers/entrepreneurs), a completed Port Salerno open-space plan, initiation of Golden Gate's open-space planning, and a posted fiscal 2026 annual report. Permit counts showed an overall year-over-year decline across the CRA, with local increases in residential permits in certain areas driven by single-family homes and accessory dwelling units.
A motion to accept the proposed tentative budget was made and, according to the record, moved by Cindy and seconded by Sadia; the board voted in favor with no recorded opposition.
Board members thanked staff and noted the New Monrovia Park construction start. Staff said they will bring more detailed budget expenditure numbers if board members request them and encouraged precise RFS submissions for maintenance or repair items.
The meeting closed after member comments and a short adjournment to an Arts in Public Places item scheduled to follow.
