Kossuth County recommends approval of Grand Prix–Cesh confinement feeding operation permit

Kossuth County’s Board of Supervisors voted unanimously April 28 to recommend that the Iowa Department of Natural Resources approve a construction permit for the Grand Prix–Cesh confinement feeding operation in Ramsey Township.
Kossuth County Sanitarian Corey Petersen presented the Master Matrix scoring the board relied on for the recommendation, reporting that the county’s Master Matrix score for the site is 450 and that there were no public comments submitted in person or in writing. Following Petersen’s presentation, Supervisor Kyle Stecker moved and Josh Waechter seconded a resolution formally recommending DNR approval; the roll‑call vote was yes from Waechter, Garman, Stecker, Haas and Chairman Carter Nath.
The board adopted Resolution #04-28-26-01, which notes the Master Matrix scored the application identically to the applicant and that the matrix filed in the Kossuth County Auditor’s Office on April 22, 2026 is the basis for the score. The resolution directs the county auditor (Tammy Eden) to send notice of the board’s recommendation to the Iowa Department of Natural Resources.
The board’s action is a local recommendation to the state agency; the transcript records no local appeals or objections during the hearing. The Iowa DNR retains ultimate authority to grant or deny the construction permit application.
