Elise Raf outlines maintenance push, Golden Gate mural plans and NEA grant bid at Martin County public art advisory meeting

Elise Raf, presenting Art in Public Places (AIPP) program updates to the Martin County Public Art Advisory Committee, said the program has been "full on in maintenance mode" in recent months and outlined a string of maintenance, relocation and commissioning efforts the program is pursuing.

Raf told the committee that artist Shannon Wiley spent about "2 and a half days" refreshing murals at Sailfish Waterpark, leaving the pool-area pieces looking "brand new." She said the county's general services team relocated the sculpture "Silent Sounds of Service" to Firehouse 21 in Palm City and called the installation "an easy install" that "looks so great" in its new site.

The presenter also reported that three Flintstone-style Yap stones went to a private buyer in Punta Gorda and that the sale netted "$50," which Raf said the AIPP program has placed into maintenance funds: "We are rich," she said.

Raf described plans to place three remaining sculptures at Golden Gate, saying the program hopes to have cement pads poured in July and that she has met with Susan and Commissioner Hetherington to walk the site and select locations. She said the team is coordinating restoration work with Mia Lindbergh's group on a piece that "really needs the most amount of work."

On other maintenance needs, Raf said the kaleidoscope-style pieces in Palm City (attributed to "Kirksey's" in the discussion) will need repair quotes, and she identified bench repairs at the Manatee Pocket Gateway and tile work at the Tuckahoe Mansion mosaic pond as items on the program's radar.

Raf summarized takeaways from a two-day Florida Association of Public Art Professionals conference, where she visited 11 sites and heard panel discussions and an address by keynote speaker Hank Willis Thomas. She emphasized low-budget placemaking ideas and nontraditional public art commissions, citing examples such as a screen installation at a ballpark, terrazzo-floor commissions and community-driven pieces at a sheriff's office.

Raf said she has had early-stage conversations with Mister Redling and Habitat for Humanity ReStore about a potential community mural on a Dixie Highway-facing building and mentioned that the program may pursue funding through a local Martin County murals program and other sources.

On grant opportunities, Raf said she and Susan spoke with county grants staff Andrew Seth about applying to the National Endowment for the Arts for a Golden Gate commission. "The deadline is July 9," she said, and she described a possible request range from about $10,000 to $100,000, noting that the award would require a match.

A presenter describing the proposed "Hangout" installation emphasized the project's community and play goals, saying the concept is designed for everyday interaction at sites such as local grocery stores and bus stops. "The idea of a community is a place that people feel like they can, that know their neighbors..." the presenter said, explaining that the installation focuses on sight, sound and touch to bring people together.

Committee members suggested additional ideas, including incorporating artistic elements into sections of track near the train station and further projects for Golden Gate. The committee approved the March 23 meeting minutes after a motion (mover identified as Cindy, seconder Burt) and adjourned with staff thanks.

The advisory committee did not take formal action beyond approving the minutes; Raf said staff will proceed with maintenance, site-walk coordination for Golden Gate and work on the NEA application before the July 9 deadline.
