Streetscape Phase 2 update: project said to be back on track, merchants raise power concerns

Staff said the contractor reports the project is back on track and that communication with merchants has improved through schedule notices and regular email updates.
Staff confirmed two change orders were executed earlier in the project (for trees and electrical work). Commissioners and downtown merchants raised concerns that electrical receptacles planned for some blocks will be fewer than previously available—potentially limiting vendor stalls and food trucks during festivals. Staff said some of the higher‑power food‑truck capacity requires larger conduits and construction work that could be costly (directional drilling and replacing conduits), and that many food trucks use onboard generators.
A new project manager from the consultant team has assumed oversight. Staff said the team will continue merchant outreach, attempt to add receptacles where feasible and submit a more detailed accounting of change orders and total project costs to the finance director and board.
