City staff reported May 18 on premature deterioration at several decorative intersections along Saint Johns Avenue, citing issues including dislodged pavers, rutting, uneven utility structure elevations and possible subgrade settlement.
Staff said the project—completed roughly in 2021–2022—was designed for stormwater treatment and included permeable pavers. Because the failures appeared within a few years of completion, staff recommended a detailed evaluation to determine root causes and long‑term corrective options. A high‑level preliminary estimate provided to the board by engineering consultants placed full corrective work (design, bidding, construction, survey and geotechnical) in the neighborhood of $871,000.
Commissioners questioned contractual warranties and whether the city could recover costs from contractors or designers. City counsel/staff advised that staff would review contractual commitments, inspections and warranty language and pursue remedies as appropriate; the board voted to accept staff's recommendation to continue evaluation and review of contractual options.
Miss West, addressing potential liability and remedies, said staff would examine warranty and contract language and coordinate with the city's in‑house engineer and procurement staff. Commissioners asked for a clear scope of work and for staff to return with a recommended path to resolve the issue.
