Branford selectmen approve power purchase agreements for solar at high school and police department

The Town of Branford Board of Selectmen voted unanimously on May 6 to approve two Power Purchase and License Agreements with the Connecticut Green Bank for solar installations at Branford High School (185 E. Main St.) and the Branford Police Department (33 Laurel St.).
Katie Shelton, senior manager for market engagement at the Connecticut Green Bank, delivered a PowerPoint presentation outlining the proposed projects and the form of the Offtake Agreement. The resolution incorporated into the minutes states the seller will install renewable energy systems and sell the electricity generated to the municipality over a 20-year period under an Offtake Agreement (the substantive form of a Power Purchase and License Agreement).
Selectman Raymond Dunbar moved — and Selectman Jeffrey E. Vailette seconded — a motion that tabled a separate request to waive advertising and bidding while approving the two Power Purchase and License Agreements and adopting the resolution authorizing the use of town property for the projects. The motion passed unanimously. The board also waived the reading of the resolution; the resolution authorizes the First Selectman, acting alone, to execute the Offtake Agreement(s) and related documents and to take other steps necessary to consummate the transactions.
The agreements referenced in the resolution name CEFIA Solar Services, Inc. or another Connecticut Green Bank subsidiary as the seller and identify Branford High School and the Branford Police Department as the municipal sites where systems would be installed. The resolution further ratifies any prior acts of the First Selectman taken in furtherance of these agreements.
No timetable for construction or projected financial savings was provided in the meeting minutes. The board moved on to other business after the vote.
