Region 12 board approves Sherman tuition contract, capital transfers, agriscience closeout submission and facility fee increases

At its meeting the Regional School District 12 Board of Education approved several business items: a multi‑year tuition contract with Sherman, transfers to reserve and debt funds, authorization for the superintendent to submit the final Agriscience and Science Labs payment package to the state, and an updated facilities fee schedule.
Contract with Sherman: board members discussed a contract that mirrors prior agreements with two changes: a tuition increase schedule (4.5% the first year, then 3.25% and 3.25% in subsequent years) and elimination of the dual schedule for special‑education payments so Sherman will pay a single special‑education rate regardless of how many students it sends. Nicole (district staff) reviewed the contract and the finance committee recommended approval; the board voted unanimously to approve the contract.
Fund transfers and debt service: the board approved transferring $527,833.18 to the district’s 2% nonrecurring capital reserve and moving $250,000 into the debt service fund. District staff said the debt fund transfer will help next year’s budget if state Agriscience funding is delayed.
Agriscience and Science Labs final payment submission: the board authorized the superintendent to submit the final payment application and all supporting documentation required by the state Department of Administrative Services to seek release of the state’s holdback on the projects. District staff described the submission as extensive (the package includes thousands of pages of invoices and certifications) and said the state retains an 11% hold on the projects pending final audit and approval.
Facilities fee schedule: the board added an agenda item and approved a revised fee schedule for use of district facilities. Notable changes include a $100 fee for parking‑lot use, increasing the pool fee from $100 to $250, raising gym rates (secondary gym daily fee from $100 to $150; elementary gym from $75 to $100), increasing planetarium fees from $50 to $150 with required paid technicians, and higher cafeteria/kitchen rates and custodial fees; exemptions and different categories (town events, nonprofits) were discussed.
All motions on these items were adopted by voice vote and reported as unanimous. District staff will follow up with contract finalization, state submission, and updated facility use procedures.
