The Westford Planning Board moved to close the continued public hearing for PB 2602219 (Wilton Road) and instructed staff to prepare finalized decision language for the board's June 1 meeting; the applicant agreed to grant any necessary extensions.
During the continued hearing the project team presented revisions and answers to board questions about the proposed outdoor amenity easement, snow storage operations and trash handling. The team said the recreation department and conservation commission had reviewed the amenity area concept and were generally supportive: "Is the recreation department excited about it? The answer is yes," the project representative said. The applicants proposed pursuing a design waiver on outdoor amenity-area calculations and asked the board to accept the waiver rather than debate exact square footage.
On snow management, the applicant moved consolidated snow storage away from specimen pin oaks, committed to an O&M plan for snow stacking and removal, and agreed to have the fire department review turn-paths and prioritization once the design is finalized. Applicant consultants said they could add catch basins and sequencing for snow removal if necessary to address ice concerns.
Traffic and transportation peer-review findings were discussed at length. The town and the applicant agreed to a monitoring program that would begin once the development reached a high-occupancy threshold (the peer-reviewers suggested monitoring at approximately 80% occupancy) and to condition any mitigation obligations on movements demonstrably generated by the site. The applicant's traffic consultant said trip-distribution was based on current census-derived journey-to-work data.
Separately, the board voted to approve draft decisions for multiple subdivision and stormwater matters, including the definitive subdivision and stormwater approval for 79 Powers Road (PB 260179) and related PB 2605219 and PB 253637 matters. One board member asked for a small administrative correction to parcel/zoning counts on the certificate page, which the applicant said it would correct. Engineering provided a clean letter for several of the Powers Road items; the board approved the decisions by voice vote.
Next steps: staff will incorporate peer-review conditions (traffic monitoring triggers, fire-department turn-path confirmation, and vegetation-clearing provisions) into the draft decisions and bring finalized documents to the June 1 meeting where needed.
