KITTITAS COUNTY, Wash. — The Kittitas County Board of Commissioners met in a special session April 1 and recessed into a series of executive sessions to evaluate the qualifications of an applicant for public employment, Chairman Cory Wright said.
At 10:03 a.m. Wright announced the board would go into executive session with HR Director Jeanne Killgore and the interview candidate for 45 minutes under RCW 42.30.110(g). "No action was anticipated," Wright said during the announcement. The board reconvened at 10:48 a.m. and recorded that no action had been taken.
Shortly after reconvening, Wright again recessed the board into a 10-minute executive session with Killgore and the candidate under the same statute; the board returned at 10:58 a.m., again reporting no action. At 10:58 a.m. the board then entered another 10-minute executive session with only HR Director Jeanne Killgore present, citing the same RCW authority and reiterating RCW 42.30.140(4), which requires that final decisions on hiring or setting salaries be made in an open meeting. The board reconvened at 11:08 a.m. and the meeting concluded.
The minutes list Chairman Cory Wright, Vice Chairman Brett Wachsmith and Commissioner Laura Osiadacz as present, along with Office Administrator Mandy Buchholz, HR Director Jeanne Killgore and an interview candidate. The published minutes show no motions, votes or formal actions resulting from the executive sessions.
By law (RCW 42.30.110(g)), executive sessions may be used to evaluate applicants for public employment and to review the performance of public employees; RCW 42.30.140(4) requires that any final action on hiring, salary-setting or disciplining be taken at a meeting open to the public. The minutes explicitly state that the board did not take final action during the sessions held April 1.
