Saint Charles issues proclamations, celebrates GFOA award and local history recognition

The mayor presented a proclamation recognizing Nina Westhoff and Adam Salkowski as Local Government 250 Public Service Champions; the mayor said Ms. Westhoff has served as a meter reader for 20 years and "walks an average of 9 miles a day," and described Mr. Salkowski’s advancement from fleet technician to Assistant Division Manager and noted his pursuit of multiple degrees. The council applauded both honorees.
The council then issued a Motorcycle Awareness Month proclamation accepted by Randy Ramey of ABATE, who highlighted local safety events and referenced a recent fatal motorcycle crash in April. Mayor Hall also proclaimed May 18 as John Warren Gates Day and introduced a local historian who described the commemorative bust and thanked donors and volunteers for their work on the project.
Separately, Mayor Hall announced that the city’s annual comprehensive financial report for the fiscal year ending April 30, 2025, received the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting — the fortieth consecutive year the city has won the award. The mayor invited Bill and his department to stand in recognition of their work.
