Pike County awards NRCS flood-control contract, OKs economic-development grant applications and routine procurements

Pike County Fiscal Court approved a set of procurement and economic-development actions at its May 19 meeting, including a public-works contract award, a vehicle purchase, and authorization to apply for state and federal economic-development grants.
Greg (staff) reported a bid opening for NRCS bid 04-2026 (Elkhorn Creek Site 4 emergency watershed protection). The transcript shows the bidder name presented as Hinkle Construction in the recommendation, though the bid-opening narration earlier used 'Henkel' (both spellings appear in the transcript). After negotiating price differences with NRCS, the county recommended awarding the work to Hinkle at an NRCS-approved amount of $195,335; Greg stated the work will be fully funded by NRCS and not cost the county. The court moved, seconded and approved the award by roll call.
Greg also recommended awarding bid 24-2026 for a 2026 gasoline four-wheel-drive side-by-side to McCoy Motorsports at $31,499 and authorized payment; the roll call recorded Commissioner Scott as "Yeah," Commissioner Adkins saying "I'm going to sustain" (transcript language), Commissioner Lewis "Yes" and the judge "Yes." The court approved the award.
The court authorized filing an application with the Kentucky Cabinet for Economic Development to seek designation of three census tracts as a qualified rural Opportunity Zone 2 federal program, and it authorized a letter of intent and application to the Appalachian Regional Commission (ARC) for a POWER grant to fund phase 1 of the Pike County ATV Hillbilly Trails at Flatwoods; Sharon was assigned to prepare the ARC application. The court also authorized completed and scheduled work orders included in the meeting packet and approved Treasurer business including the Sheriff and Clerk’s April report and the expenditures list dated May 19.
Why it matters: The NRCS contract advances federally funded watershed-protection work; Opportunity Zone/ARC applications could unlock incentives and grant priority for local economic development. The purchases and work orders are routine but enable county operations.
