The Danbury City Council voted to reallocate $339,627.75 of American Rescue Plan Act (ARPA) funds after finance staff explained the transfers and answered council questions about documentation and process.
Councilman Fox flagged several "six-figure movements" in the proposed reallocation and asked for a clearer rationale, noting that the ARPA schedule shows money being taken from authority line items and moved to administrative purposes and a new 'Danbury Board of Education' line. "I'm very interested in the rationale for these movements," Fox said, asking what was not being funded as funds were moved.
Finance director Dan Garrick and an assistant director (Kara) responded: money returning from 'authorities' was originally set aside for revenue loss and has been reclaimed as those revenue-loss reserves are no longer needed; $200,000 proposed for the Board of Education is for current-year operations and to furnish the career academy building. Kara said the funds are intended to front-load one-time needs so the board will have fewer operating requests next fiscal year.
Council members expressed process concerns about receiving large allocations on the consent calendar without prior documentation. After discussion and clarification from finance staff, the council approved the ARPA reallocation; meeting materials reflect that if approved the unallocated ARPA balance would be zero.
The resolution details are on file with the legislative assistance office. Council members said they expect follow-up documentation and discussion of process improvements for future reallocations.
