The Flagler County Board of County Commissioners voted on May 18 to table a property‑owner request asking the county to consent to abandon and terminate the Old Brick Township Development of Regional Impact (DRI) until the county can review concurrent action by the City of Palm Coast and the developer.
County staff and legal counsel told commissioners that Radiant (the developer) has submitted a Master Plan Development (MPD) and is pursuing abandonment of the DRI, and that the county’s prior land purchase left the county named as a property owner within the DRI boundary. Counsel explained that consenting now could remove the county’s ability to preserve rights or maintain existing protections tied to the DRI and could leave obligations that default to the county if the developer pulls back.
Commissioners expressed concern about becoming the lone remaining DRI party or surrendering future land‑use protections while the city and developer finalize an MPD. Several commissioners said they preferred to wait for the city’s actions and for Radiant’s timeline to firm up before making a county decision. Staff indicated Palm Coast had asked for a short pause and that the MPD approval process could run into August.
A motion to table was made and carried; the item was continued to the county’s second June meeting for further review and staff follow‑up. The board directed staff to return with additional land‑use information about the county’s parcels and to monitor the city’s MPD timeline before any consent is approved.
No final abandonment was approved at the May 18 meeting.
