Committee authorizes $26.5M federal contribution for Kirk Road bridge; approves engineering contract amendments and several local agreements

Planning staff told the committee that an intergovernmental agreement with the state of Illinois would authorize $26.5 million in federal funds toward a $43,000,000 bridge replacement on Kirk Road over the Union Pacific Railroad. "This project is on the July letting," planning staff said, and members approved the agreement on roll call.
Jennifer, implementation staff, described a related contract amendment request for the Kirk Road project: staff recommended adding $146,296 to an existing BLA agreement to address a 2025 IDOT bridge-manual update and a major geotechnical-design change requested by IDOT's Geotech group. The amendment will extend the agreement term to Dec. 31, 2029, and support final letting and construction-phase engineering for this multi-season project; the committee approved the amendment.
The committee also approved other locally funded agreements on the consent calendar: $1,400,000 in HSIP funds to make safety improvements to Allen Road, with Thomas Engineering Group recommended for engineering services for phase 1 and phase 2 (agreement not to exceed $564,416), and a phase 2 engineering agreement with Baxter & Woodman for Galligan Road improvements (not to exceed $1,372,827). Each contract motion was moved, seconded and approved by roll call.
Committee members asked when construction would start on the Kirk Road and Bunker Road projects; staff said Kirk Road is on the July letting and Bunker Road work will continue through the summer with an expected opening around Thanksgiving and a planned multi-week full closure for roundabout construction.
The committee's approvals add locally funded engineering capacity to keep projects aligned with evolving state standards and federal funding schedules, staff said. No litigation or appeals were discussed at the meeting; staff explained the technical reasons for the BLA amendment, including updated IDOT bridge standards and aggregate column ground improvements requested by IDOT's geotechnical group.
