Chadron council adopts comprehensive plan amendment, approves Stockade Road change order and routine claims

The City of Chadron on May 4 adopted Ordinance No. 1446, accepted Change Order No. 1 for the Stockade Road Improvement Project, and approved the council’s list of claims and consent agenda items.
Councilmember Kevin Oleksy introduced Ordinance No. 1446 to amend Chapter 4, Article 5 of the Chadron Municipal Code (Comprehensive Plan). Councilmember Clay Andersen moved to suspend the statutory rules so the ordinance could be introduced and passed at the same meeting; the motion carried. Oleksy then moved for final passage and the ordinance was adopted on roll call with all members voting aye.
Councilmember Mark Graves introduced Resolution 2026-37 accepting Change Order No. 1 from Paul Reed Construction & Supply for the Stockade Road Improvement Project. City Manager Tom Menke explained the change order is required because the streetlights must be relocated to the west side of the road due to a sewer main on the east side; because concrete pads had already been poured, boring will be required. The total contract will increase by $3,861.85, to $386,652.50; the city’s share of the project will increase to $13,828.35. The council approved the change order by roll call vote.
The council also approved a detailed list of departmental claims covering items such as reservoir cleaning ($18,447.00), water treatment chemicals ($6,940.28), insurance premiums, payroll disbursements and other operating expenses. Councilmember George Klein moved to approve the claims list and Councilmember Kevin Oleksy seconded; the motion carried on a unanimous roll call.
Other routine business included a library renovation update from Library Director Rossella Tesch and city announcements from City Manager Tom Menke about property maintenance and the Aquatics Center annual maintenance closure (May 3–May 24 or May 25). The meeting adjourned at 7:03 p.m.
