Land use board recommends approval of rezoning petition CZ2026-005 for contracting site on Rocky River Road

The Union County Land Use Board voted to recommend approval of rezoning petition CZ2026-005, a request to rezone a portion of a larger parcel on Rocky River Road for a contracting business with office and storage uses.

A planning staff presenter described the site as a former farm field south of NC 75 and said the proposed uses would be limited by the site plan and must meet the Unified Development Ordinance standards in effect as of the approval date. Staff noted the parcel lies along an employment corridor, that water service is available to the site but the proposal would use septic, and that no changes were made to the site plan following the late-March community meeting.

A company representative told the board the business performs site development and grading and employs about 50 people; the representative said the firm operates primarily from job sites and typically works daytime hours. "We're in Monroe ... we've been in business about 23 years now here in Union County," the representative said, describing company operations and saying typical hours are roughly 7 a.m. to 5 p.m.

Board discussion touched on truck hours and equipment storage; the applicant said trucks would typically operate during normal daytime hours and that equipment is usually on job sites. A board member moved to recommend approval of rezoning petition CZ2026-005 and to adopt an advisory consistency and reasonableness statement; the motion was seconded and the board voted aye to recommend approval. Staff told attendees the item will be scheduled for a public hearing before the Board of Commissioners on June 16 at 6 p.m.
