Millersville Borough Council voted to approve execution of a Phase 1b grant application for Freedom Memorial Park and to adopt a resolution authorizing application to the Pennsylvania Department of Conservation and Natural Resources (DCNR).
Borough Manager Rebecca outlined a grant strategy that centers on a DCNR C2P2 application (the most urgent, with an end-of-month deadline), and added that the borough intends to pursue a Local Share Account (LSA) grant (deadline in November) and the anticipated Main Street Matters program if it is announced by the governor.
Rebecca said Barry Issa and Associates — the consultant who helped with the prior round of grants — will prepare the applications and has offered a credit from earlier work that would sharply reduce the borough’s out-of-pocket application costs. "We would be essentially paying nothing for those applications," Rebecca said of the Freedom Memorial Park filings when consultant credit is applied.
