Millersville approves new cloud-based parking ticketing system, pending final contract language

Millersville Borough Council voted to approve a contract with T2 Systems to replace the borough's aging parking-ticketing software, contingent on final legal language being settled.

Staff and the police chief described a multi-year legacy system that cannot be migrated to a cloud-based environment and said the replacement is part of a broader serverless project already provided for in a recent budget amendment. Rebecca asked that the motion specify the contract be approved "pending final contract language solidification," noting the borough's solicitor and vendor were negotiating terms as of the meeting.

"The software is so old, the company doesn't have an option that we can continue to use it in the cloud," staff said, explaining why the borough must switch systems. Council members asked whether additional appropriations would be required; staff said the general fund has limited wiggle room but the change was within the serverless project funding and so would not require moving money this fiscal year.

Council member moved to approve the contract pending final legal review; the motion was seconded and approved by voice vote.
