A representative of the Water Resource District told commissioners the district faces constrained levy authority—citing a $4-per-acre cap on levies for agricultural land—that limits how much the district can raise annually to pay rising bridge and drain repair bills.
The representative said bridge bills are increasing, gave the example of a crossing that had a $350,000 invoice with a forthcoming $450,000 invoice, and said some drains can only levy a capped amount that leaves gaps between the bills and levy capacity. The district said it is coordinating funding packages with the state and will meet with the flood sales tax committee next month on the Davenport levy project.
The district outlined several drain-construction projects planned for the summer (Drains 34, 37 and 39) and said right-of-way acquisition for a project in the Maple River Township and Everest Township area is ongoing; it also reported paying off a special assessment on the Upper Maple River Dam and canceling the remaining special assessments tied to that bond.
No commission action was recorded during the update. Commissioners and staff discussed potential legislative constraints on levy caps and expressed openness to continued conversations about funding options.
