Cass County clears Fargo pilot incentive for 65-unit voucher housing project

"We're gonna be having these units to be 100% vouchered," Brungard said, adding the plan serves households at or below 50% of the area median income.
Staff and commissioners discussed county incentive-policy timing tied to tax-credit syndication and a 17‑year tenure window in the policy to accommodate investor requirements. A commissioner moved to approve the incentive request; the board voted to approve the motion.
