Granville County commissioners authorized staff to negotiate with and proceed toward awarding the residential solid‑waste collection franchise to low bidder GFL, pending completion of contract negotiations and required statutory readings.
Staff described the RFP process, mandatory pre‑bid meeting and two addenda issued during the solicitation. The recommended initial contract term is five years (Jan. 1, 2027–Dec. 31, 2031) with two additional one‑year extensions possible. Environmental/solid‑waste staff said bids were opened publicly and evaluated by county administration, the county attorney and the solid waste liaison committee using the RFP standards for awarding an exclusive agreement.
Board members discussed the statutory requirement for two regular meetings before final adoption and confirmed the item will return at the June meeting for a second reading and formal adoption. The motion authorized the county manager to negotiate with GFL and prepare contract documents for county attorney review and subsequent board action.
