Commissioners approve Creedmoor dispatch consolidation, several appointments and termination of Butner STEM lease

Emergency Communications Director Stacy Hicks (speaker 16) described a proportional cost‑allocation model: the city of Creedmoor accounts for approximately 7% of total dispatch call volume and would therefore pay about 7% of the operating budget for consolidated dispatch services. Hicks said current staffing levels allow the county to absorb Creedmoor’s calls without additional hires and that the county already receives many of the city’s calls.
The board approved the consolidation agreement. Commissioners discussed whether the model will be applied to other municipalities; Hicks said the county will use the same proportional model countywide.
On appointments, the board reappointed Barbara Harris to the Adult Care Home Community Advisory Committee (District 2), appointed Ernestine Sampson to fill a vacancy and reappointed Mike Allen to the City of Creedmoor ETJ planning seat; motions carried.
County Attorney (speaker 5) and county manager (speaker 8) presented a recommended termination of the lease between the county and the Granville County Board of Education for the former Butner STEM Elementary School property at 201 E. D. Street. The board voted to terminate the lease and retain ownership of the property; staff said the county will substitute alternative collateral for the 2018 installment financing contract and that termination does not direct specific next steps for the property.
