Commissioners table then approve ADP time‑and‑attendance contract after request for backup pricing

Douglas County commissioners on May 18 debated the purchase of ADP time‑and‑attendance software before approving the contract following a temporary tabling.

Staff presented a not‑to‑exceed $102,384.60 contract for ADP’s time‑and‑attendance services, funded by the general fund. Commissioners pressed for documentation showing how that figure was derived and whether HR and payroll modules were included. Staff and the finance director clarified the board was being asked to authorize only the time‑and‑attendance portion; HR/payroll modules were intentionally excluded and the full quote had contained additional items that were trimmed for this approval.

Because commissioners had not yet received the vendor email documenting the final time‑and‑attendance pricing, the board voted 3–1 to table the item and asked staff to circulate the supporting email and backup documentation. Later in the meeting staff confirmed the updated document had been provided to the clerk’s office, the board moved to un‑table the item and voted unanimously to approve the ADP agreement.

Legal counsel advised that the contract amount reflected the current employee count provided to the vendor and that any increase in covered employees after execution should be addressed through a change order rather than an informal price adjustment.
