SFDRCISD board hears facilities update, approves custodial contract renewals and multiple personnel and calendar items

Facilities director Hector Chapa updated trustees on district construction and maintenance projects, reporting that several high-school wings are between 60% and 98% complete and that work on drains and coping remains pending. Chapa also described completion steps for a canopy and ramp for a donated mobile command unit.
Chapa told the board administration will present several custodial-contract renewals (DLP) for campuses including Blended Academy, Buena Vista, Chavir, Seneca Hills and Lamar, and proposed new DLP contracts for Calderon and Lonnie Green. He said the annual salary the district was previously spending to cover 25 custodians amounted to $775,304.97 and that the DLP contract total for listed campuses would be a little over $506,000, generating an approximate savings of $269,000 to the district.
The board discussed work-order metrics for maintenance, technology and transportation (closure rates by age bucket) and reviewed consent-agenda items. Administration asked the board to revise a purchase order for a Bell Leadership Institute trip (not-to-exceed amount updated to $36,244.33) and to table a $613,200 purchase order to CDWG for Chromebooks while additional vendor quotes are gathered.
Separately, the board unanimously approved a five-year memorandum of understanding with the University of Texas San Antonio to create a leadership pipeline and master's cohorts for San Felipe del Rio CISD staff (2026'2031), authorizing the superintendent to sign. The board also approved a resolution to use district buses to transport children attending the Del Rio Boys and Girls Club summer program to Del Rio High School for summer community meals; transportation will be funded from the summer child nutrition fund.
In human resources, the board approved administrative conversions (e.g., Del Rio Freshman vice principal to high school associate principal), creation of grant-funded positions (assistant principal intern and LIFT grant math curriculum coordinator), updated job descriptions and evaluation forms, compensation-plan updates and the 2026''27 school-year calendar following staff input. Several personnel recommendations from closed session were approved in open session, including multiple new hires and salary adjustments. All motions recorded at these agenda points carried unanimously unless otherwise noted in the meeting record.
Board members asked administration to follow up with procurement documentation for the outsourced custodial agreements and to provide numbers tracking the expected savings and the operational plan to avoid involuntary staff reductions (administration said changes will occur through attrition). Trustees also asked for follow-up on the Chromebook procurement timeline once additional vendor quotes are returned.
