Members of the RSU 57 finance committee voted to advance a working budget framework that holds taxation at the version 1 numbers and to direct expected staffing savings into the district's capital reserve rather than reduce taxes.
The vote to forward the March 10 working budget ("version 1") passed 4'to'1 after committee discussion about class sizes, enrollment trends and the district's financial cushions. The committee also unanimously approved transferring roughly $190,000 (identified as savings tied to two staffing changes) from fund balance into the capital reserve fund, and unanimously agreed that any savings or extra costs relative to the 12% health-insurance assumption built into the budget would change the use of fund balance rather than alter the taxation numbers the committee set.
"I believe that this committee and the board are at a point'where you're down to 3 things that really need to get decided," Director of Finance and Communication Colin Walsh told the committee as he presented four handouts comparing the March 10 and March 17 budget versions and outlining the three decisions: which version to forward, how much to place in capital reserve, and how to handle health-insurance rate variance.
During public comment, Amy Morrison, a resident, urged the committee not to cut instructional staff. "A newly proposed budget that would cut instructional staff is a bad option for RSU 57," she said, asking the committee to adopt the lean March 10 budget and to prioritize students and families.
Committee member Mark said he supported advancing version 1 while moving the expected $190,000 in position-savings into capital reserve or fund balance to provide a buffer if insurance costs rise. He acknowledged community concern about staff reductions but noted enrollment shifts and differing class sizes across schools.
Walsh gave several fiscal figures to frame the choices: fund balance was reported at 14.7% as of June 30, 2025; the revenue budget included a projected use of $3,000,000 of fund balance; the district's current budget is roughly $55,000,000; and a 12% health-insurance rate was the placeholder used in the working budget. Walsh estimated a 5% "roll-forward" increase in expenditures for a carry-forward budget (about $2.7 million) but cautioned final insurance rates might not arrive in time for the April 8 board vote.
On capital projects, Walsh said the Alfred roof project will be a two-summer job and that the district obtained an extension for the revolving renovation fund project to Sept. 30, 2028. "I did get today an extension of that project until 09/30/2028," he said, and noted the district expects about 41% state funding on an estimated $1.1'$1.2 million roofing job, with bidding planned in the fall for work in summers 2027'and 2028.
Next steps: Colin Walsh will present the committee's recommendation to the full school board at its upcoming meeting; the finance committee scheduled its next meeting for March 31 at 6 p.m. in the East Building.
