Staff noted earlier approvals and a neighborhood meeting that generally supported the plan; DPW requirements for stormwater submittal, landscaping and buffer yards will be verified during site‑plan review.
For the 15 West 10th Avenue lot, staff proposed a 14‑space parking area and requested a base standard modification to reduce a required buffer from 10 to 8 feet along one property line to accommodate code‑compliant parking stalls and drive aisles; staff said the applicant exceeded overall landscaping points to offset the request. Staff conditions include verified stormwater compliance and shielded lighting fixtures.
Both motions to recommend approval carried by roll call vote, 7–0. Staff noted final site‑plan review and stormwater management plans must be submitted before construction permits are issued.
