Staff explained the combined parcels total roughly 20.68 acres and that one parcel is already zoned industrial while the other is agricultural. The applicant’s narrative states QPC owns both parcels and plans to expand operations into the adjacent vacant parcel, which requires the city comp‑plan amendment and subsequent Winnebago County rezoning.
A staff presenter said the 2040 comprehensive land use map currently shows mixed use for the site and that amending the map would align the city’s plan with existing zoning and anticipated future use. Commissioners asked procedural questions about the city–county overlap and whether the comp plan must precede county rezone; staff confirmed the comp plan amendment must come first.
Staff recommended approval of the amendment; the commission’s motion to recommend approval carried by roll call vote, 7–0.
