Story County awards Dakins Lake cabin bid at $640,000, approves $1.19 million roads contract and conservation project plans

The Story County Board of Supervisors voted May 12 to award multiple construction contracts and to approve final plans for conservation projects, including a $640,000 contract for the Dakins Lake cabin that exceeded the project’s engineering estimate.
Conservation Director Mike Cox told the board that the engineering cost estimate for the Dakins Lake Cabin was $468,000, but the low bid from Harold Pike Construction (HPC), LLC totaled $640,000. Cox said higher costs are likely driven in part by an extensive utility infrastructure component intended to support planned future expansion. The Conservation Board recommended using reserve funds and earned camping income to cover the gap; Cox said the General Fund will not be used. The board approved Resolution #26-90 to award the work to HPC and authorized the Conservation Director to sign the construction contract. The motion was made by Supervisor Latifah Faisal, seconded by Supervisor Lisa Heddens, and carried unanimously (Linda Murken, Latifah Faisal, Lisa Heddens voting yes).
The board also approved final plans and authorization to release bids for the CJ Shrek Water Trail Access Improvements and for the Deppe Family Conservation Area after staff presentations on design and funding; Chair Linda Murken opened public hearings on both projects and, hearing no public comment, closed the hearings before taking votes.
In separate action, the board awarded the Story County Secondary Roads addition contract to Harold Pike Construction, LLC for $1,190,000 following Engineer Darren Moon's review of eight bids. The board approved Resolution #26-89 and authorized the Story County Engineer to sign the contract documents on behalf of the board. That motion was seconded by Supervisor Heddens and carried unanimously.
Supervisor discussion during the Dakins Lake item noted the disparity between the engineering estimate and the bids and that rebidding was unlikely to yield lower prices. Cox outlined the county's funding approach for the additional cost and said staff would proceed with the contract under the recommended funding mix.
The board took the contract votes by roll call and concluded the items with authorization to execute documents and to release additional bids where specified. The board adjourned at 11:55 a.m.
