Webster Groves moves toward Safe Streets demonstration projects, will pursue SS4A funding

City staff told the Sustainability Commission that the Comprehensive Safety Action Plan (CSAP) is in environmental review with Federal Highways and related agencies; once cleared, the city will scope demonstration projects and apply for SS4A implementation grants to build permanent safety improvements.
David Bookless, the city's deputy manager and staff liaison to the commission, told members the city has completed a Comprehensive Safety Action Plan and sent it for federal and historic-preservation review.
"Once those 2 reviews are done, Federal Highways then can sign off on our environmental review," Bookless said, explaining that the clearance is required before ordering materials or moving to demonstration projects.
The commission discussed overlap between the CSAP and its multimodal goals. Bookless said demonstration projects could include crosswalk upgrades, flashing beacons and other traffic-calming measures, followed by an application for SS4A implementation grants to fund permanent improvements such as sidewalks and intersection changes.
"In parallel to that, we'll be going to council at their next meeting and hopefully council gives the okay," Bookless said, adding that Federal Highways also sent the plan to Native American councils and the state historic-preservation office for review.
Commissioners noted the CSAP identifies a high-injury network where serious crashes cluster and emphasized that demonstration projects will help the city test measures before broader deployment. Jamie Hassmeyer, the commission's council liaison, said updates from the plan and an updated walk/bike role plan will help when layering the CSAP into other city plans.
The next procedural step is the completion of the environmental reviews; Bookless said the city hopes to begin demonstration projects mid to late summer pending federal sign-off and council direction.
