County seeks up to $2 million in CDBG funds to extend sewer and infrastructure in Lakeview

Amherst County told the board May 19 it plans to pursue up to $2 million in Community Development Block Grant (CDBG) funds from the Virginia Department of Housing and Community Development to improve public infrastructure in the South Madison Heights (Lakeview) area.
Jafredo Granger, a consultant with the Central Virginia Planning District Commission assisting the county on the application, described a multi‑phase project focused initially on sewer connections. He said the county received a prior planning grant and used community meetings and roughly 132 surveys to identify areas of greatest need. Granger said the proposed project would provide waived sewer connection fees (about $6,000 each) for participating homes and could include future phases for sidewalks and streetlighting.
Staff estimated about 50–60 septic-dependent homes fall within the immediate project footprint; with a $2 million award the application team expects to address roughly 60% of that neighborhood’s needs in the initial phase, with later cycles used to expand coverage. Granger stressed the program is competitive; the county’s application will be strengthened by community participation and completed homeowner agreements. A second public hearing is scheduled June 9 at Madison Heights Elementary School and the application deadline is July 1.
At the meeting one resident, Richard Jordan, supported a second entrance for the Lakeview subdivision as part of the improvements to improve emergency access.
