Board approves exemption for longtime ‘life-license’ teachers from new early-literacy endorsement requirement

The Edinburgh Community School Corp. board voted to exempt teachers holding a legacy “life” teaching license from the district’s new requirement to obtain an 80‑hour early‑literacy endorsement and pass the accompanying exam.

Administration told trustees the district confirmed with the Indiana Department of Education that the department’s endorsement requirement does not obligate educators who already hold a life license to complete the coursework or test. During discussion, the superintendent summarized the central point: “you do not” have to complete the 80 hours and pass the exam to retain a life license, the administration said.

Trustee S3 moved that life‑license teachers not be required to pay for or complete the early‑literacy endorsement; the motion was seconded and approved by voice vote. Board members asked whether the exemption applied broadly; administration confirmed it affects only the very small number of teachers who hold a life license (two classroom teachers and one superintendent were mentioned as historical examples), not the general teaching population.

The approval removes a potential expense and training requirement for veteran teachers with life licenses while leaving current endorsement expectations in place for other elementary teachers. The board recorded the motion, approved it by voice vote and carried the action without further amendment.
