Paulding County committee approves waiver to allow additional home accessed by private easement

The Paulding County Development Waiver Review Committee voted 5-0 on April 21, 2026 to approve application 2026-01-W, a request by applicant Hayden Shipp to waive development regulation chapter 310-40.02(c) so an additional home may be built using a private easement on a property in Land Lot 578 (District 3), on the west side of Tibbetts Road south of Creek Path. Commissioner Pollard was not present for the vote.
Chairwoman Ann Lippmann introduced the item and noted the committee and staff in attendance. Hayden Shipp presented details of the proposal and responded to committee questions about availability of water and utilities and the potential for a future easement maintenance agreement. Lippmann clarified during discussion that the configuration would result in a sixth home using the easement; the application packet described the request as allowing construction of an additional residence off a private easement.
No members of the public spoke during the public comment period on the application. After a brief committee discussion, Bruce Coyle moved to approve the waiver and Ray Wooten seconded. The motion carried with votes in favor from Chairwoman Ann Lippmann, Bruce Coyle, Garrett Brubaker, George Jones and Ray Wooten; Pollard was absent.
The committee also approved the minutes of its Jan. 20, 2026 meeting by a 5-0 vote earlier in the session. The meeting adjourned at 2:15 p.m.
