Punta Gorda finance manager: revenues ahead of projections while expenditures lag

Theresa Carlisle, finance manager for budget and grants, presented the city's April financial report and said revenue collections are outpacing projections while expenses remain below the expected run rate. Carlisle said the city is about 60% of the way through the fiscal year and that revenues are tracking at roughly 107–108% of estimates for the year. She reported year-to-date projected expenditures of about $18,800,000 and actuals of approximately $17,000,000, and said total expenditures and encumbrances across the budget are near 50% of the year.

Carlisle noted transfers normally projected in May were completed in April this year, which affected month-to-month comparisons and helped explain higher-than-typical actuals for some line items. She also pointed to drought-related reductions in water usage that caused a dip in water revenue in recent months but said collections stabilized in April. Council members raised questions about a reported spike in irrigation-related revenue for accounts outside the city; staff explained "outside" refers to accounts outside city limits (for example, golf courses or condominiums) and that irrigation meters are typically commercial accounts used primarily for irrigation.

No budget actions or amendments were proposed during the presentation; Carlisle answered council questions and staff moved on to operational updates.
