Warrenville council approves multiple contracts and resolutions, ratifies emergency sewer repair

The Warrenville City Council approved a slate of administrative items and several key resolutions during its regular meeting.

Consent agenda: The council approved the consent agenda after removing item L for later consideration. The consent items included proposed ordinances amending the city code on water/sewer service rates and signage, resolutions on fleet leasing and police records management participation, and expenditures and minutes as listed in the agenda.

Emergency sanitary sewer repair: Water Superintendent Zach Jardine said staff observed a partially collapsed 27‑foot sanitary manhole on April 9 that exceeded in‑house repair capability. Staff solicited emergency assistance and Ares Inc. was the only contractor immediately available to provide assessment, bypass pumping, traffic control and repairs. Jardine said the contractor’s initial estimate was about $190,000–$195,000 but the final cost “ended up coming in right around $135,000.” The council ratified the emergency contract via resolution R2026‑32.

T‑Mobile monopole sublease: Public Works Director Kuchler described a request from Crown Castle (on behalf of T‑Mobile) to consent to Verizon’s sublease at the existing monopole at the north end of Mignon Drive. Kuchler said all new equipment would be installed within the current lease footprint and that, under the lease terms, the city could not unreasonably withhold consent; the city would receive half of the lease payment proceeds from Verizon. The council passed the consent resolution (R2026‑33).

Body‑worn cameras renewal: Chief Bonilla asked the council to approve a five‑year master services/purchasing renewal with Axon Enterprises for officers’ body cameras and cloud storage. The city attorney summarized retention rules under state law: routine, unflagged body‑camera footage is generally retained for 90 days unless an itemized reason requires longer retention (training, litigation or other flagged reasons). The council approved the contract renewal (R2026‑43).

Cerny Park Phase 1 contract amendment: Capital Maintenance Superintendent Clark described Amendment No. 3 to Hitchcock Design Group’s contract for additional construction‑phase observation services for Cerny Park Phase 1 (not to exceed $6,000) due to contractor delays. Clark said the general contractor agreed to a $13,665 deduction in the contract; public works will perform one remaining paint item. The council directed staff to present a resolution approving the amendment and the motion passed by voice vote.

Closed session: The council voted unanimously to enter closed session under the Open Meetings Act (5 ILCS 120/2(5)) to discuss the purchase or lease of real property.
