Shauna Slaughter, director for the Division of Professional Regulation, answered questions about implementation details, including whether member states could impose photo requirements on licenses. She said compact requirements are those adopted by the compact plus any state-specific rules; Delaware does not currently require license photos.
Supporters framed the measure as a way to reduce administrative barriers for workers and strengthen consumer protection through shared disciplinary reporting. No public commenters were recorded for SB 217. After discussion, a motion to release the bill carried on roll call and SB 217 was released to the floor.
