A representative for Beaufort Water Search and Rescue asked the committee to fund 50% ($21,875) of a $43,750 project to replace an aging 23-foot center-console rescue boat, saying the vessel would preserve 24/7 emergency response for waterways used by visitors and cited South Carolina Code 6-4-10(4)(b) as authorizing tourism-related expenditures for civic facilities. "This vessel will maintain reliable, dedicated on water search, rescue recovery, and safety patrol capabilities focused on Bluffton's key tourism waterways," the representative said.
Committee members questioned whether the boat purchase directly brings additional overnight visitors — a common ATAX eligibility consideration. One committee member said, "No one's gonna come here because you exist. You're gonna exist because they come here," arguing the funding source should prioritize initiatives that demonstrably drive 'heads and beds.' The presenter replied that the organization provides an essential public-safety function and outlined marketing and outreach components intended to inform visitors.
After debate, a member moved to revert to the original declination of the equipment request; the motion carried. Separately, the committee reviewed a marketing request from the same organization and voted to not award the full marketing request but to issue a partial award of $7,500 with requirements for reporting and documentation of placements. The committee instructed staff to require post-project reporting on placements and visitor impacts where possible.
